Not necessarily for this PR, but it isn't obvious when to use this versus just to_offset. Should be clarified and possibly de-duplicated. (and i think de-method-ed)

In the PeriodArray refactor, I disallowed changing freq when converting from datetime64 to period. I didn't realize that was supported.
cc @thequackdaddy, does this close all the issues you ran into?
