For all topgear challenges, regardless of what domain you access the challenge on, it should only allow the URL upload option.

@SathyaJayabal @lakshmiathreya, here is my Topgear screenshot from this morning.
There's a popup on top that says Topgear submission process has changed for Topgear. Member must enter URL instead of uploading a file. However, I don't have the option to enter a URL only file upload option.
