Steps to reproduce

  1. Open the application https://skill-search.topcoder-dev.com/ and login
  2. Go to topcoder and Observe the location section available options
  3. No tool-tip to know the full name of large name location

Actual Result:
No tool-tip to know the full name of large name of location options

Expected Result:
Should be tool tip to know full name of location options

Issue observed only in IE11 - no tooltip shown

Expected - Currently, only in IE11, we are not able to see the tooltips for the pills. Fix the issue so that we can see the tooltip in IE11 too for the location pills, which hide the value if they exceed a certain length
