Location Tooltips are missing #437

Reproduction Steps:

  1. Open the Application https://skill-search.topcoder-dev.com/
  2. Click Topcoder > Go to the Tab 01 (Search)
  3. Click More from Locations
  4. Hover over the trimmed location names

Actual Result: Location Tooltips are missing

Expected Result: Should display the tooltips because user can see the long trimmed names

Device/OS: Laptop | Windows 10 (64bit)

Browser Information: IE11
