When a ticket is unassigned by a member or copilot, we want to:

  1. Automatically remove the tcx_Assigned label
  2. Apply the tcx_OpenForPickup label
  3. Reset the hours counter on the issue
  4. Ensure that there is no assignee on the Topcoder challenge

3 and 4 should already be done, but we want to ensure that 1 and 2 are added.
