Bug with creating a ticket with assignment #105

We recently added changes here:

#76

The problem is that if an issue is created with an assignee, the assignee isn't processed correctly. The challenge is left unassigned and the Git ticket remains assigned.

We need to ensure that if the ticket isn't created with label tcx_OpenForPickup, the assignee is removed on both the challenge and the Git ticket.

If the ticket is created with label tcx_OpenForPickup, then the assignee should be applied automatically. This seems to work currently but should be formally tested.
