There are a lot of buttons now on Edit a Project, and the buttons overlap unecessarily at certain widths:

Let's put these into two columns:

First column (green buttons)

Recreate an Issue
Transfer Ownership

Second column (current teal buttons)

Add Labels (seems like this is now in here twice, which should also be fixed)
Add Webhook
Add Wiki Rules
