The setting should match the other docker settings and should probably be DOCKER_BUILD_IMAGES

Config changes:

 - ignore D107 (__init__ method must have a docstring) in flake8
 - readthedocs and readthedocsinc are marked as FIRSTPARTY in isort
 - readthedocs_build is marked as THIRDPARTY

@agjohnson please take a look at this again. I just renamed the setting to DOCKER_BUILD_IMAGES but also I intruduced a couple of changes related to the styling. This simple PR could be a good example of how things will go on and the first discussion :)
