This PR will bump all dependencies to the latest versions that I've found work correctly. For most packages that's the latest current version.
To be able to upgrade the vscode-debug* deps beyond 1.24.0 I had to upgrade to es6. Code-wise the impact is low; I only had to change a few
Promisetypes.
