Regional disks aren't listed along with zonal disks. So they never appear in the list volume calls, meaning they are continually getting re-attached, causing api quota problems and load across the control plane (driver, attacher, etc).
This doesn't immediately cause errors, as the re-attaching is a no-op, and mounting proceeds correctly,
