Mark hotfix version of CBMC - 5.58.1

This is needed to include the fix in #6889 which fixes an issue with the libc support
in Ubuntu 16.04, apparently used by Home-brew to run tests before accepting the release PR.

• Each commit message has a non-empty body, explaining why the change was made.
