This PR adds a new version of sklearn 1.2-1.

Testing done:
tox -e py39 -- tests/unit

Actually I verified the unit tests and referred to the older SKlearn version upgrade PR for SKlearn specifically #3110 . Looking at the test_sklearn.py file, For SKLearn seems like it's not needed.

probably was a miss. Can you please add 1.0-1 as well? It’s best to keep the tests up to date with the version launch
