Updates the Python version used in integration tests and some workflows.

  • What is the current behavior?

We pinned the Python version used in different places to 3.9.6 to avoid a bug with a library introduced by a low level change in 3.9.7.

  • What is the new behavior?

New versions after 3.9.7 have been released that fix the bug, so we revert the changes from #1470 and #1478 to use the latest 3.9.x available.
