Hello,

If I understand it correctly, then in the Inverse context creation algorithm 4.3.2, step 3.16.1, default-language should be marked up as a variable reference (default-language defined in step 2) and not as a link to the definition of the default-language of a context. Is that right?

You are right. There is also an occurrence of "active context" that has the same problem.
