Work Manager - Check self-service account access

From the beginning we had this special copilot users who can see all self service work, for example ‘Tcconncopilot’. This user used to see/assign/approve/launch any SS work created by any other user. But it is not the case anymore.

Expected

I believe there's a self-service route in Work Manager, that should be accessible to specific users. We should re-enable this route for those users as a tab on top
