Phase Create/Update - Copilots Linking

• Phase create and update/patch apis should allow passing optional members/copilots to create/update for Phase Members
• Create/Update/Patch phase should return the members created/updated with photoURL, id, and handle
• Add new tests for this update
• All tests should pass
