Steps
Go to https://platform.topcoder-dev.com/taas/myteams/createnewteam
Click select button in the 'INPUT JOB DESCRIPTION' box
Enter a description including some skills(ex- ASP.NET​, APACHE CORDOVA)
Make them Bold or Italic or put them within double quotes or single quotes
Click Search

Current behavior
The getSkillsByJobDescription API is not returning the relevant skills

Expected behavior
The matching skills should be returned

Cannot verify until topcoder-archive/topcoder-platform-taas-app#342 is fixed.
