Steps
Go to https://vanilla.topcoder-dev.com/ (Log in as a copilot user)
Click on any roundtable which has discussions in it, created by other users
Check editing/deleting them and also check adding attachments

Copilot user can attach files, edit/delete other's discussions, but in Roundtables only the admin user should be able to do those actions

Configure Category permissions

Go to a category (e.g. General) and click on 'Edit':

Enable 'This category has custom permissions' and configure permissions for roles:

We need to configure only Guest/Vanilla member/Vanilla Admin/Administrator/Connect Admin. We don't need configure all roles because each Topcoder user has Vanilla member role.

Guest/Vanilla Member:

Vanilla Admin/Administrator/Connect Admin:

Uploads permission

'Uploads' permission are a global permission. If 'Uploads' is checked then User is always allowed to upload files in Vanilla.

To meet this requirement and provide flexibility for configuring in Vanilla. It'd better to add custom permissions ('Uploads' for a discussion/ comment) for a category. In this case, you can configure file upload at the category level for different roles but it requires more work:

Of course, as a simple solution, we can check the user's role and if the discussion/comment does not relate to the challenge group, then allow uploads files for admins only. But this solution will not allow you to flexibly manage permissions using UI.
