Gig details - can't send email referral more than once

Steps to reproduce:

1. go to https://www.topcoder.com/gigs/16341500556800013350dQL or any other gig
2. Use the form to send relerral by email
   
3. Go to another gig and try send to same email used in step 2 -> Error triggers.
   

Expected: No error modal. Referral email sent. No count for the $10 award as the recipient was already referred.

verified on beta:

1. referred email form gig detail page

2. referral reflected on growsurf
   

3. referred email from another gig detail page

4. Email received for both the gig referrals

Note: no change in growsurf for the second referral.
