Describe the bug
Email preference can't be seen on setting screen.

To Reproduce
Steps to reproduce the behavior:

  1. Login the communtiy-app
  2. visit https://www.topcoder.com/settings/preferences

Expected behavior
Email preference should show up and work without problem.

Additional context
The work should be done against hot-fix-email-preference
