[$20] Unable to add a skill again after adding & removing it from the skills

Steps to Reproduce

1. Open “https://skill-search.topcoder-dev.com/“ app
2. Login with tonyj /appirio123
3. Select organization 'Topcoder'
4. Go to Groups tab
5. Select a group
6. Click on edit profile icon
7. Search for "Java" in the Skills Search
8. Add the first search result "Java Programming Language"
9. Delete the "Java Programming Language" from the skill set by clicking on cross "X" icon on the skill
10. Search for Java again and click on the "Java Programming Language" to add it
11. Notice the behavior

After step 10, skill can not be added again. Unable to add a skill again after adding & removing it from the skills

Expected Results

Skill should be added successfully after adding & deleting the skill.

Expected: Until save, we should be able to add and remove any skill - even the same skill over and over again.
