Describe the bug
Loading is not showing proper when refereshed the page in IE

To Reproduce
Steps to reproduce the behavior:

  1. Go to https://skill-search.topcoder-dev.com/
  2. Now refresh the page and observe the loading animation is not proper

Actual Behavior
Loading icon is not showing proper when page is refereshed

Expected behavior
Loading must be shown properly when page is refereshed

Expected: Fix the loading indicator display in IE11 - it appears to be shown partially, and stretched
