[$20] Add to Group: App stuck when try to creating large group tag name

Steps to reproduce

1. Open the application https://skill-search.topcoder-dev.com/ and login
2. Go to topcoder and tap on available filter option
3. Try to create add to group with 500 char
4. Observe app stuck

Actual Result:
App stuck when try to created add to group tag name with 500 char

Expected Result:
App should not stuck or add to group name should accept limited of char

Expected: If the group name is less than 3 characters or more than 150 characters, then show an alert to the user using the browser's alert() function

Carry this out in both Add To Group modal and in the Group Modal tab
