Steps to Reproduce

Open https://skill-search.topcoder-dev.com/ web app
Login with tonyj /appirio123
Select topcoder as organization
Click exactly on the toggle icon in the Location filter
Notice the filter expands/collapses
Now click just below/above the icon, make sure the hand pointer is still shown
