Bug - Archived projects still using copilot handle

If a copilot archives a project, they should be removed from handling of project tickets going forward.

If a project is archived in a copilot TCX account:

1. Another, new copilot should be able to set up a project on the same repo
2. The original copilot's handle should no longer be used for any processing.

If a project is archived, processing should stop for any new tickets / changes done on that repo, using the original copilot's handle. If a new copilot sets up a project on the same repo, then processing can restart.
