This ticket will add handling for a new
tcx_Canceledtag. This tag will be used when we want to close a ticket that has a challenge created for it but that is no longer needed for whatever reason.This could happen in situations where:

Delete canceled challenge
The Topcoder challenge that backs a Git issue closed with
tcx_Canceledtag should be deleted immediately after the ticket is closedMessage
