Steps
Go to https://platform.topcoder-dev.com/taas/myteams/createnewteam
Click select button in the 'SELECT A ROLE' box
Select a role
Click Search
Click Submit
Click Continue
Enter a team name and description

Current behavior
Team name only allows 50 characters
Team Description has no limit

Expected behavior
As per the initial discussion 'for Team name 255 and for Description 600+'

Updates to behaviour of team description popup:
703fb73 
Set min=1 on number inputs.
Set maxlengths as per topcoder-archive#313.
Add cross-browser month input component.
Change durationWeek and numberOfResources to number for request.
Remove description value from form data when toggled off of form.

Verified in Dev, this issue is fixed now.
