Create review and payment records in informix

Create the minimum required data in informix in order to close out the challenge and still maintain downstream processes such as profile updates, ratings, and payments.

@ajefts i think we're going to table this? Because we agreed we'd let old autopilot do it's thing, right? We're propagating phase changes and stuff back to legacy now, so this shouldn't be a problem. Just needs thorough QA
