[$80] Issue with clicking directly on skill tag

Describe bug:
when user clicks on skill tag of a challenge, the skills filter remains empty on lefthand side

How to reproduce issue:

1. go to https://platform.topcoder.com/earn/find/challenges
2. click on "java" skill tag on a challenge in the listings page
3. see that skills filter remains empty on lefthand side

Expected behavior

1. when user click on a skill tag on the challenge listings page
2. the selected skill tag should be automatically added to the left hand side skills filter box
