Added socketSetSecure API for +USOSEC AT command
All setSecure APIs (HTTP,MQTT,Socket) when security is disabled then security profile should not be set

An example use of this api is available in the NTRIP client implementation of the HPG solution here:

Ji @PaulZC Sorry, I was a bit too fast merging and the making this pull request. I moved it to the release candidate. Please ignore this one.
