It looks like the code was added about 6 years ago, and hasn't been changed recently: https://github.com/lampepfl/dotty/blame/master/compiler/src/dotty/tools/dotc/core/classfile/ClassfileParser.scala#L1111 So it really seems like dead code. Tested by compilling with the code removed.
