Unicode arrows are deprecated in Scala 2.13, thanks to scala/scala#7540 (merged in January 2019). For consistency, unless there's been a conscious decision to undeprecate them, presumably we should continue that on into Scala 3! cc @smarter @SethTisue

Unicode arrows are deprecated in Scala 2.13, thanks to
scala/scala#7540 merged in January 2019. For
consistency, unless there's been a conscious decision to _un_deprecate
them, we should continue that on into Scala 3.

My initial search-and-replace left a compilation error in utf8encoded.scala - apologies for that, I've fixed it now out of compulsive neatness. However, as @som-snytt points out, PR #13136 contains this change, and a lot more, so I'm happy to close this PR.
