I'm attempting to address the CI failure over at #172 #173

hmm, sbt.ResolveException: unresolved dependency: ch.epfl.scala#sbt-scalafix;0.9.3: not found

I don't think I want to mess with this further, @olafurpg is this an upgrade a human at the Scala Center would like to take on?

I just kickstarted the sbt-scalafix 0.9.3 release, I opened the PR for it yesterday but then forgot about it (it's maintained in a separate repo from the core).

The aren't any relevant changes in v0.9.3 that make it necessary to upgrade here so I think it's fine to stay on 0.9.1
