There is still a bit to do on this, but I wanted it somewhere where other people can work on it / improve it. This is based on the stuff in the data-reflection test, and should work for what is defined (I've been using it to write a replacement for fmt's "%?" - it has a bunch of tests on this).

@graydon Can you look at this. I see we have a similar core::reflection module, but don't understand the state of development here.

core::reflect took over from, and integrated, the bits of this we want. Will keep working on it there, thanks.
