Python 3.11 was released yesterday.
I went ahead and upgraded all the other build tools versions as well.

This commit matches and requires
readthedocs/readthedocs-docker-images#187

It upgrades all the `build.tools` versions to their latest.
Also, since Python 3.11 was released yesterday, now the `build.tools.python: "3"`
will point to 3.11.
