@philipashlock I know I said otherwise a year ago, but why URLs and not reverse domain delegation?

E.g., entire namespace is either gov or mil, delegating authority to fcc, whitehouse, nasa, etc., to fill the namespace as they see fit, but presumably as the reverse domain.
