Update plotly.plotly.image.save_as to support the emf file type. The tests pass on the add_emf_backend branch of streambed in this PR.

Huh, looks like there was still one failure on a throttling response for Python 2.7.

I figured out that the throttling failure was because CircleCI was building plotly against version 3.3.0, which was the most recent version of plotly.py that I had merged into my fork. Updating my branch fixed that issue...
