Adding a mathjax_ignore as a bug fix to ensure that proper formatting is performed

• closes BUG: Disabling pandas option display.html.use_mathjax has no effect #59884 (Replace xxxx with the GitHub issue number)
• Tests added and passed if fixing a bug or adding a new feature
• All code checks passed.
• Added type annotations to new arguments/methods/functions.
• Added an entry in the latest doc/source/whatsnew/vX.X.X.rst file if fixing a bug or adding a new feature.

Thanks for the PR! A few requests:

• Update the PR title to be more informative.
• Add a note in the whatsnew for 3.0 in the bug fix section.
• Add tests - for this, search the tests for tex2jax_ignore and add mathjax_ignore to the asserts (there are 4 tests).
