BUG: Fix Series.str has no method "isascii()"

• Tests added and passed if fixing a bug or adding a new feature
• All code checks passed.
• Added type annotations to new arguments/methods/functions.

I would like to know about the implementation of this part.
I did not find any function like pc.utf8_isascii().

can try pc.string_is_ascii()
