Documentation pages were moved so this commit updates those links to
open more directly rather than getting a "This page has been moved
to..." message.

  • closes #xxxx
  • tests added / passed
  • passes black pandas
  • passes git diff upstream/master -u -- "*.py" | flake8 --diff
  • whatsnew entry

Documentation pages were moved so this commit updates those links to
open more directly rather than getting a "This page has been moved
to..." message.
"GitHub" is a proper noun and should be capitalized appropriately.
Additionally, other mentions of GitHub in the README have the "H"
capitalized. So this commit makes the README more consistent and applies
the change suggested in pandas-dev#36804.
