We have lots of network tests, these are just unusually unreliable. We could ping the author
and disable them until fixed.

There still some flakes left, but I think the network nightmare is behind us.
No sense in setting up email notifcations until we get rid of all this noise.

http://scatterci.github.io/pydata/pandas the failing sparc 3 build failied because of a really odd IOError
see that one before? its like it did a partial read

It's the server returning bad data. There's no way to supress that.
Looks like there's still some random errors, including stuff I tested and made
sure is supressed when running the tests manually. perhaps a py3 thing, I'll
look.

Still not fixed. :(
