DOC: add section about using python/ipython startup files to set options to FAQ

IIUC, we're advocating usage of those in lieu of a `pandasrc` #4907.

P.S. 
`Good as first PR` doesn't mean "someone else has to do it", it just means wouldn't
it be nice if they did...
