e.g.

idx = Index(['a', 'b', 'c'])
midx = MultiIndex(levels=[['one', 'two'], ['a', 'b']], labels=[[0, 0, 1, 1], [0, 1, 0, 1]])

idx.join(midx, level=1)

Not totally trivial as would have to do a "remapping" of the labels for the level. But it's the most proper thing to do
