Reproducible Example

to_datetime([dt.date(2000, 1, 2)], format='%Y-%m-%d %H:%M:%S%z')  # works!
to_datetime([dt.date(2000, 1, 2)], format='%Y-%d-%m %H:%M:%S%z')  # fails!
