This is fixed by #39090 on master, but since numpy fixed that bug and the new wheels come on sunday I don't think we need to backport?

that's also my understanding, changed on master to get ci green while waiting for numpy to fix.

the np-dev failures do not affect wheel building/release so #39090 not backported.
