This sorts the config.Params values as they are placed in the DSN. This makes it easier for other projects to test that they are munging their DSNs correctly and do other similar tasks.

This makes date inflation optional. I offer this if it would be of interest. (For myself, I'm more likely to look into forking into a much more minimal approach overall that eliminates the abundance of magic that's currently present.)
