Don't show "Loading..." when the app is not loading

Sometimes the main page says "Loading..." while it's actually not loading.

For example, when an error happens, the app looks like this:

Before the error, the string "Loading..." wasn't shown, and instead there was a yellow infobox saying something like "Some things haven't been processed yet, we're still polling".

(Side-note: To me the infobox reads the same as "Loading..", and I don't understand why we have different UI elements to show that the app is loading. There should be only one.)
