Arduino CLI 0.31.0 was released earlier today.


### Fixed

- When using the bundled Arduino CLI, the extension will no longer attempt to make the CLI executable if it is already executable. Additionally, any errors that occur while attempting to make the CLI executable are shown in a notification. [#1601](https://github.com/microsoft/vscode-arduino/pull/1601)

This isn't related to the rest of the PR, but I'd like to get us in the habit of updating the changelog as we go instead of trying to write the whole thing just before release (especially if we start doing nightly pre-release publishing).

Agreed, we'll need to continue to improve our workflow pipeline for this repo, I think that's a good step.
