Updates the arduino extension to use the Serial Monitor extension which provides better UI and interaction.
It currently edits some code that would break usb detection, however, it's not working currently anyway based on the setting description.
In this PR's current state, it does lose the ability to customize the timestamp. However, the ability to select port and start monitoring (as well as stop) still remain.
