This PR allows a dev version of the PDCSI driver (pd.dev.csi.storage.gke.io) to be deployed to a Kubernetes cluster. For GKE clusters, where the PDCSI driver is always installed, this is useful to test features alongside the managed driver.

Example usage:

  1. Build a controller and node image
  2. Adjust the kustomization.yaml image and name to reference the image built in the previous step (eg: your Artifact Registry)
  3. Run ./deploy/kubernetes/deploy-driver.sh. You should see the driver installed into the gce-pd-csi-driver namespace, with the driver pd.dev.csi.storage.gke.io installed.
